Ordering and printing the public certificates or taking an online first aid training or digital literacy became easier in 10 partner communities (Hromadas) in Government controlled areas (GCA) of Donetsk and Luhansk Oblasts. These are the first apparent results of the implementation of long-term strategies and action plans of these communities for the development of social services.

“To prepare a long-term strategy, we assessed citizens’ needs and interviewed administrative staff across the community, created a city passport and worked in stages applying scientific approach. We now have a well-crafted document and action plan. Implementing this plan, we already launched a multimedia room, which support a more active communication between the community center and surrounding villages, equipped with computers social protection center, bought bicycles, and started to prepare a car purchase tender for mobile services. Thanks to the development of the social protection strategy, we have identified the need in a center for the homeless, as well as significantly expanded the number of social services we provide to the population", said Iryna Bonziukh, head of the Department of Social Protection of Population of Pokrovsk City Council in GCA Donetsk Oblasts.

At least 500 residents in most of the partner communities for the last 6 months already benefited from new multimedia rooms, which had been created as part of the strategic intentions of communities in implementing socially oriented participatory platforms. There were various learning events such as first aid, emergency response trainings or arts and crafts workshops based on these new multimedia spaces.

Access to public services and changes in state registers have become easier thanks to the new equipment of branches in remote parts of communities, self-service stations, and improved work of mobile teams. Communities also implement innovative approaches in communication channels, such as queueing up through a telegram bot.

This was stated by members of working groups responsible for social protection strategies in the partner communities of Donetsk and Luhansk Oblast, during the workshop of the strategy implementation monitoring. The participants were taught how to organize strategic monitoring, how to publicly report on the results of monitoring and set up communication with residents.

Social Protection Strategies were developed and approved by communities six months ago within the project “Strategic, Digital and Participatory Solutions for Social Development in 10 Communities in Luhansk and Donetsk Oblast”.
